Catwoman (Regina Twist) & Batgirl (Candi LeCoeur) have teamed up and are on the hunt for the electrified criminal Volt (Talon Ted). Volt gets the drop on the heroines as he launches a barrage of electricity on them. They rise to find themselves completely immobilized by Volt’s rope skills. After he can stand the heroines bitching no longer Volt gags both Catwoman & Batgirl and leaves them to squirm in their bonds to no avail.
